刈谷市議会は、3月定例会の閉会日を3月23日から3月18日に前倒しする事を決定しました。
新型コロナウイルスの感染拡大により3月定例会が再開できなくなると、来年度予算の採決が滞る可能性があり、そのような事態を回避する為です。
市民の皆様のご理解ご協力を宜しくお願い申し上げます。
Kariya city council decided to move up the closing day of city council regular meeting from March 23 to March 18.
If the city council can’t resume regular meeting due to the coronavirus outbreak, it may cause delaying vote for next year’s budget.
We have to avoid this kind of situation.

新型コロナウイルスの感染が県内でも拡大しております。
皆様におかれましては、手洗いやうがいの励行、人混みの回避など、可能な限りの感染防止にご協力をお願い申し上げます。
また、既報の通り、本日より市内の小中学校、特別支援学校及び幼稚園が臨時休業となり、保育園等でも拡大防止を踏まえた対応が始まります。
不明な点につきましては各校各園、市の窓口部署等にお問合せ下さい。
市の行事、イベントも多くが中止され、公共施設も相次いで利用を休止しています。
詳細は市の窓口部署や主催者等にお問合せ下さい。
市も感染防止に全力を尽くしております。

As you know, infection of new coronavirus spreads in Aichi prefecture.
To all of you, please cooperate enforcement of hand-washing and gargle, stay away from a crowd to prevent infection as much as possible.
In addition, as previously reported, elementary and junior high school, special support school, kindergarten started temporarily closed from today, and nursery school started correspondence based on prevention of coronvirus infection.
If you have any questions, please ask each school, kindergarden, and department of Kariya city hall.
Most of events are canceled, and application for the public facilities are under suspension.
Please contact to city hall or sponsor about details.
Kariya-city makes every possible effort for prevention of infection.

名古屋市内で開催されたユタカ議協の研修会で、国の2020年度予算について学びました。
国の財政は歳出が税収を上回り、税収不足を国債で補填する状況が続いています。その要因は、少子高齢化に伴う社会保障費の増大です。
加えて、新型コロナウイルス(COVID-19)の拡大が、日本経済に影響を及ぼし始めており、国の予算執行にも大きな影響を与える可能性があります。
日本は大変難しい状況に直面していますが、地方議員としてできる事は何かを考え、行動していきたいと思います。
I learned about national budget 2020 by a seminar of YUTAKA GIKYO held in Nagoya-city.
As for financial situation of Japan, annual expenditure exceeds tax revenue, and deficit is still compensated by government bonds.
It is coused by increase of social security expenses related with decreasing birthrate and aging population.
In addition, expansion of new coronavirus (COVID-19) begins to have an influence on Japanese economy,and may have on national budget execution, too.
Japan faces very difficult situation , I’ll work to do what I can do as a local council member.

名古屋市内で行われた新政あいちのセミナーで、表題について学びました。
愛知県予算は、収支不足を2か年にわたる基金の取り崩しで補う厳しい状況下においても、ジブリパークの建設やステーションAIプロジェクトの推進等を通じ、県の更なる飛躍を目指す内容となっていました。
また、リニア開通を見据えた名古屋駅周辺や栄地区の再開発も着々と進められていました。
名古屋の都市機能が更に高まると、リニア効果が名古屋止まりになる可能性があります。
刈谷も都市機能を更に向上させていく必要があると感じました。
学んだ事を今後の活動に活かしてまいります。

I learned about a title by a seminar of Shinsei Aichi held in Nagoya-city.
Budget of AICHI pref. 2020 is severe situation to make up for lack of income and expenditure by the reduce of the fund for two years.
However, through the construction of Ghibli park or promotion of 「Station AI」 project, AICHI pref. aiming at further growth.
In addition, redevelopment of nagoya station area and sakae area were proceed looking towards the linear shinkansen opening.
The more the city function of Nagoya increasesd, linear effect may come to go only Nagoya-city.
I felt that Kariya are required further improvement of city function.
I want to make use of what I learned in a daily activity.
All concerned person, thank you for your hard work.

市美術館で開かれている田中晋さんの写真展に行ってきました。
田中さんは、私達と同じ自動車業界で働く仲間で、中国国内を走る蒸気機関車の写真を20年以上にわたり取り続けておられます。
雄大な自然の中を走る機関車の迫力に圧倒されました。
また、現地の生活の様子や人々の柔和な笑顔も印象的でした。
極寒時の撮影には大変な苦労があるものの、その魅力にとりつかれ、80回以上も渡航されたそうです。
残念ながら、2020年で中国国内の現役の蒸気機関車は消滅する見込みとの事ですが、田中さんの今後の更なるご活躍を祈念申し上げます。
私も情熱を持って日々の議員活動に取り組んでいきたいと思います。
I went for a photo exhibition of Mr.Susumu Tanaka held in Kariya city art museum.
He work in an automotive industry same as us, and continues taking the photograph of China steam locomotive more than 20 years.
I was overwhelmed for the force of locomotive to run in magnificent nature.
In addition, a state of local life and gentle smile of local people were impressive.
Even though great trouble caused in the severe cold, he was attracted by Locomotive and make a voyage more than 80 times.
Unfortunately, active steam locomotive of China may become extinct in 2020.
I wish he will have many more success in the future.
I would like to work on activities as a city council menber with passion, too.

本日3月定例会が開会し、稲垣市長が施政方針及び議案の大綱、金原教育長が教育行政方針を説明されました。
市長も教育長も、着任後初めての予算方針説明でしたので、その内容に注目が集まりました。
来年度予算は、高校生年代の入院費の無料化、多胎家庭への支援金支給、保育園児の使用済紙おむつの回収など、足元の福祉の充実が図られるとともに、第8次総合計画の策定など、刈谷の未来図を描く事業が盛り込まれていました。
今定例会で、その内容をしっかりと吟味していきたいと思います。
私の活動については、順次ご報告いたします。

午後からは子ども会大会に出席しました。
長年、子ども会の活動を支えて来られた関係各位に心より敬意を表します。
子ども会活動は「異学年交流」「地域交流」を通じ、子どもも保護者も交流の幅を広げる事ができます。
この事は、子供の成長のみならず、災害発生時の助け合い等にも繋がっていきます。
一方で、共働き世帯の増加など、社会情勢の変化に伴う加入者減少等の課題もあります。
「入ってよかった」と感じられる子ども会活動を模索していく必要があると感じます。
ある自治体では、「子ども会サポーター」と呼ばれる、子どもが好きなボランティアさんを募り、子ども会活動を手伝ってもらう取り組みをしているようです。
子ども達が健やかな成長できる施策を今後も提言していきたいと思います。
